Andrea Palm, Governor Ever’s pick to lead the Department of Health Services, is crisscrossing the state this spring in support of the health proposals in the governor’s first budget. Chief among those priorities is expanding Medicaid under the Affordable Care Act, a concept that has so far faced stiff opposition from top Republicans who control the Legislature.
